More than one year has passed since the Council of the European Union approved the first Recovery and Resilience Plans (RRPs), kicking off the implementation phase of the Recovery and Resilience Facility (RRF), a performance-based EU instrument aiming to mitigate the economic and social impact of the COVID-19 pandemic and accelerate the green and digital transitions.

The Commission has tools in place to provide Member States with practical support in the implementation of the reforms and investments included in their national RRPs, notably through expertise available via the EU’s Technical Support Instrument (TSI). The TSI support can also include region-specific support where measures are implemented at regional level.

Would you like to know more about the European Commission’s support for the implementation of the RRPs through the TSI? Join us for this workshop, where we will discuss:

  • Examples of horizontal TSI projects supporting Member States in overall RRP implementation, including the strengthening of the relevant coordination mechanisms and the application of the ‘Do No Significant Harm’ principle
  • Examples of TSI projects to support thematic RRP reforms and investments
  • Examples of TSI support for regional and local authorities implementing measures included in the national RRP
  • Current and possible future TSI support, in the wake of Russia’s invasion of Ukraine, helping Member States to address energy diversification in their RRPs
  • Practical guidance on how regions can request relevant TSI support.

The panellists will bring complementary perspectives to the discussion, including from Commission representatives and national and regional policymakers.
